The Baltic states in the increasingly stronger North-European club

UK Prime Minister David Cameron organised a meeting with the heads of the Nordic states’ governments and the three heads of governments of the Baltic States (the ‘NB8’ – Finland, Sweden, Denmark, Norway, Iceland, Lithuania, Latvia and Estonia). The participants discussed the possibility of increasing the region’s economic potential, including measures to develop new technologies. The heads of states also debated the idea of extending the regional North-European alliance of the NB8 states (including those that are not members of the EU or NATO) that share economic and security interests to the UK. The invitation of the Baltic states to join the group of countries that promote themselves as Europe’s economic avant-garde constitutes an important promotion for them and emphasises their success in combating the effects of the crisis. Postimees – Estonia – Marked differences between Baltic economies
In its autumn reports on Estonia, Latvia and Lithuania the International Monetary Fund (IMF) arrives at widely diverging conclusions, the Estonian daily Postimees notes: “The material on Estonia takes up only four pages, for Lithuania it’s only one and a half, but for Latvia it’s 114. And also as regards content, the documents differ greatly from each other: with Lithuania the situation is described and there are just a couple of general recommendations regarding tax policy, while Latvia is subjected to meticulous scrutiny. … With Estonia, on the other hand, terms like ‘considerable efforts’, ‘remarkably successful’, ‘surprisingly simple tax system’ and so on predominate. … Since the documents on the Baltic states were written in English and are accessible to all, it’s no wonder the extremely different situations in the three countries are also drawing international attention.”

Polska dała sobie wmówić Putinowi, że pakt Ribbentrop-Mołotow dotyczy tylko Rzeczypospolitej i ZSRR. O wchłonięciu krajów bałtyckich, podziale Rumunii, straszliwych konsekwencjach dla Ukraińców i Białorusinów nie padło na obchodach słowo – mówi litewski komentator Audrius Baculis

Obchody 70. rocznicy wybuchu II wojny były testem polskiej polityki zagranicznej. Moim zdaniem Polska ten test oblała. Dała sobie wmówić Putinowi, że pakt Ribbentrop-Mołotow dotyczy tylko Rzeczypospolitej i ZSRR. O tym, że przewidywał wchłonięcie krajów bałtyckich, podział Rumunii, że miał straszliwe konsekwencje dla Ukraińców i Białorusinów – nie padło ani słowo.
Wydaje się, że Polska poświęciła tu część prawdy, by uzyskać zbliżenie z Rosją. Poświęciła sąsiadów na rzecz jakiejś Realpolitik. Ale na taką grę mogą pozwolić sobie tylko mocarstwa i dlatego Polska może pożałować, że zgodziła się na grę na rosyjskich warunkach.
Samo przemówienie Putina, choć było utrzymane w chłodnym i wrogim tonie, było bez wątpienia krokiem do przodu. Pytanie, co się za nim kryje. Czy Putin mówił na Westerplatte do Polaków, czy może do Rosjan? Przecież jednocześnie w Rosji w starym stalinowskim stylu odezwał się minister spraw zagranicznych Ławrow [w jednej z gazet stwierdził, że z Hitlerem układali się wszyscy i że wszyscy odpowiedzialni są za wybuch wojny], a czekiści prezentowali książkę oskarżającą Polaków o wywołanie wojny [Służba Wywiadu Zagranicznego chciała udowodnić, że Polska paktowała z Hitlerem przeciwko ZSRR, a Józef Beck był niemieckim agentem].
Może Putin łagodzi ton, by coś u Polaków ugrać? Kilka lat temu na Węgrzech przepraszał za stłumienie powstania w 1956 r. Wkrótce potem Węgry zaczęły robić interesy z Gazpromem.

Rein Taagepera on the anniversaries of the Baltic Chain and the Baltic Appeal
On 23 August 1989 roughly two million people formed a chain from Estonia across Latvia to Lithuania to mark the 50th anniversary of the Hitler-Stalin Pact, which put an end to the independence of the three Baltic states. Rein Taagepera points out in the daily Eesti Päevaleht that as early as 1979 forty-five people made use of the period of thaw and penned the “Baltic Appeal”: “Ten years after the Appeal we stood hand in hand from Tallinn to Vilnius. But what would the human chain have been without the Appeal? Of course you can say of almost every event that failing it history would still have run its course, and perhaps we would even have recovered our independence without the Baltic Chain. But taken as a whole the sequence started with people speaking out in the seventies. Then when the chance finally came communism was done away with once and for all. Favourable circumstances are not always taken advantage of before meeting resistance, but the Baltic Appeal was one such time of common action – and its 30th anniversary, like the 20th anniversary of the Baltic Chain, are today both cause for commemoration.” (21/08/2009)

Baltic human chain of 1989 added to Unesco’s Memory of the World Register
Segnalato da Euro-topics – Latvijas Avīze – Latvia — On August 23, 1989 a million people formed a chain stretching from Estonia across Latvia to Lithuania and joined hands in commemoration of the 50th anniversary of the Molotov-Ribbentrop Pact that marked the end of the independence of the three states in 1939. The daily Latvijas Avize notes with satisfaction that the “Baltic Way” as the human chain is called has now been added to Unesco’s Memory of the World Register: “In doing this Unesco recognises the event as an outstanding example of non-violent resistance which embodies the ideals of freedom and unity. But back then, twenty years ago, Western leaderships were concerned that the demonstration could damage Mikhail Gorbachev and his Perestroika. The Berlin Wall was still standing and there was much prejudice. For us, however, honouring the human chain is now our duty to share the legacy of those days with others. This is particularly important this year when so many other jubilees and anniversaries are being celebrated in Europe.” (06/08/2009)

La grande partita baltica tra energia ed ecologia

… La rigida posizione della Lettonia, potrebbe, in questo frangente rafforzare anche le posizioni di Svezia ed Estonia, entrambe alacri avversari del progetto russo. D’altro canto, la Germania rappresenta lo Stato maggiormente favorevole, chiedendo come alternativa la creazione di gasdotti attraverso l’Ucraina e la Bielorussia. Da questo punto di vista, il gasdotto baltico, potrebbe divenire un progetto fortemente europeo. Il gestore del progetto è la Nord Stream AG., società registrata in Svizzera, il cui 51% è controllato dalla Gazprom, insieme poi alle tedesche Wintershall e E. ON Ruhrgas (20% ciascuno) e l’olandese Gasunie (9%), mentre si fa sempre più reale un ingresso della francese Gaz de France. Infatti, la tedesca E. ON Energia intende ridurre la sua partecipazione al progetto Nord Stream, in favore dei francesi, cedendo il 4,5% della quota, mentre non è da escludere che GDF possa acquisire una quota maggiore. La sua adesione darebbe al progetto ancor più credibilità agli occhi dell’Unione Europea, principale referente della Russia nell’implementazione di progetti che implicano un rapporto di approvvigionamento di gas al mercato europeo.
La tacita rivalità tra il progetto europeo del Nabucco e il Sud Stream russo ha creato all’interno dell’Unione Europa una sorta di avversione nei confronti di opere infrastrutturali che implicano una certa dipendenza dalle fonti russe. La Germania e l’Italia sono state forti sostenitrici delle cooperazioni con la Russia, sino ad ottenere la riduzione del budget per i progetti energetici di matrice europea. L’influenza russa potrebbe essere ancora più incisiva, all’indomani della proposta di riscrivere la Carta dell’Energia, ampliando l’elenco dei partecipanti e i settori regolamentati, come riportato dai media russi. Il presidente russo ha infatti promesso, durante la sua visita in Finlandia, “che i partner del G8, del G20 e del CSI, nonché i paesi vicini” presenteranno “un documento di base con riferimento alle questioni di cooperazione internazionale nel settore energetico, comprese le proposte per gli accordi sul transito “. La novità del documento risiede, inoltre, nell’ampliamento dell’elenco delle risorse energetiche, inserendo oltre al petrolio e il gas, il combustibile nucleare, l’elettricità e il carbone. La Russia prevede inoltre di ampliare l’elenco dei paesi, che dovrebbe includere i principali attori del mercato energetico, compresi gli Stati Uniti, Canada, Cina, India e Norvegia, accentrando il regolamento sullo scambio e la ripartizione delle risorse, nonché sulla risoluzione dei conflitti e la responsabilità dei paesi di transito. La Russia infatti sottolinea proprio la necessità di implementare un meccanismo efficace di sanzioni, che possono indurre ogni Stato ad evitare ogni possibile tentativo per bloccare il transito del gas. Su tale tema l’Unione Europea sembra ancora molto divisa, perché il settore energetico resta ancora sotto la giurisdizione dei singoli Paesi e non della Commissione europea, con una parziale ingerenza solo per i progetti sovranazionali. Per il resto, l’Unione Europea ha mostrato la sua grande miopia ed inadeguatezza nel rispondere alle crisi energetiche, da mettere a rischio la stabilità economica di tutta la regione. Leggi tutto

Latvia to shut commission on Soviet ‘occupation’ to save money

Latvia has decided for financial reasons to suspend the work of its commission to calculate the damage from the Soviet “occupation,” a government spokesman said on Friday.
The decision was taken at an extraordinary government session on Thursday evening, with the country saving several hundred thousand U.S. dollars by suspending the work of the commission from August 1.
Latvia has been one of the hardest hit of all EU states by the global financial crisis. The former Soviet republic’s government resigned in February after a wave of street protests against a planned increase in VAT and other unpopular measures to help the budget meet EU commitments.
The commission issued a report in April putting the total damage from its Soviet past at $200 billion. Experts used economic performance indicators in Finland, Denmark and the United States from 1950-1990 to assist in calculating the country’s potential GDP growth if it had never been part of the Soviet Union.
Although it is hard to accurately assess the economic growth Latvia would have enjoyed if it had not been part of the Soviet Union from 1940 to 1991, the authors of the report claimed the Soviet “occupation” had demographic, social, economic and moral consequences.
Andrei Klementyev, a member of the Latvian parliament’s presidium, had pushed for the commission to be shut down for both economic and diplomatic reasons, pointing out that it received around $400,000 a year in government funding and harmed relations with Russia.
“At a time when relations between Latvia and Russia are beginning to improve these radical statements emerge. And they of course have a negative impact on our relations,” he said.

The Baltic – a dubious collective name
Latvia has been harder hit by the economic crisis than Estonia. However the false image of a homogenous Baltic region will mean that the problems of one country are automatically seen to be affecting the others, the daily Postimees writes critically. “The rest of the world often lumps the three Baltic states together both economically and politically. This perception doesn’t fit in at all with our own image of ourselves. After all, we would prefer to be like Finland – but nonetheless it doesn’t make sense to continually ignore this fact. Improved cooperation among the Baltic states would not replace relations between Estonia and Finland nor would it compete with our ties with the European Union. Hard times are a challenge for everyone, and it will be easier to overcome the crisis together. As far as the rest of the world is concerned the central point of the Baltic region is in [the Latvian capital] Riga, but that need not be negative for us.
